How the 4.62% High-Quarter Rate & Dependent Allowance Are Calculated
THE 4.62% HIGH QUARTER FORMULA
High Quarter Wages × 4.62%
Your basic weekly benefit equals 4.62% (0.0462) of your total gross wages in the single highest quarter of your base period. Minimum basic rate is $121, and maximum basic cap is $1,110/week in 2026.
DEPENDENT ALLOWANCE CRITERIA
Greater of $10 or 7% per Child
For each dependent child under age 18 (or disabled over 18), you receive the greater of $10 or 7% of your basic rate, capped at a maximum of 5 dependents.
BASE PERIOD QUALIFYING EARNINGS
Two Alternate Wage Tests
Method 1: Earned at least $3,480 in one base quarter, total base wages of at least $5,220, and base period wages at least 1.5 times high quarter. Method 2: Earned at least $20,880 across base year.
TAXABILITY & WITHHOLDING
TDI vs TCI Federal Tax Rules
RI TDI benefits for medical disability are not subject to federal income tax (employee funded). However, RI TCI caregiver/bonding benefits ARE considered taxable income by the IRS and reported on Form 1099-G.

Can both parents take 6 weeks of TCI for the same newborn?
Yes. Both eligible parents can receive up to 6 weeks of TCI bonding benefits within the first 12 months of birth, adoption, or foster placement. They can take their leave concurrently or consecutively.
Does Rhode Island have a waiting period for TDI/TCI?
There is a 7-day non-payable waiting period at the start of a TDI claim; however, once benefits become payable, Rhode Island pays retroactive benefits for the waiting week if the disability lasts 21 days or longer.
